Your next promotion was supposed to be 1 month after your graduation (Ensign => Lieutenant = 1 month + Courage and Skill Trial + 3 Experiene badges) but because you were delayed due to the lack of SO to oversee your trial, you have been granted a ~2 weeks discount and will then be set for your next promotion on March 25th 2011. I also added you the 3 Experience badges which will get you closer ot the Lt rank Wink
