Swat-Portal update

It looks that atm is on portal going-on upgrade to new version. Expect that this will need some time. And once will be portal configured, will be needed alot work on some parts which are new (like wiki) so they could be fully functional like in "old" version.

Server and updates seems are running now.

Portal function get better in all aspects. Atm is moved remaining stuff from old site and started updates for lexicon and wiki, which also works ways better as before. I'm myself trying help there as much as is possible, so it is a reason for my lesser activity here.
